Salamander functions in user toolbar

since I do not use the toolbars other than the user toolbar I'd like to be able to add Salamander items (the items available in the top and middle toolbars) to the user toolbar, or maybe the other way round, add any kind of items to any toolbar.

Can't you just put both the toolbars in a row and reduce the main toolbar to the icons you want?

Yes, that's possible, but it does not provide the same freedom as the ability to mix menu items freely.

x] I understand that you'd like that feature and I don't want to criticize.
x] Could you explain, why is it so important for you to have mixable toolbars? I myself used that feature (in Office) just once many years ago. I can't see the difference in functionality between two panels in a row and one panel.
