Select All, Select by filter BUG

Take a folder with many files, e.g. 100 .cpp files, and 100 .txt files. Press Ctrl+A => now all files are selected, then Press Ctrl++ - select "*.cpp" => again all files are selected.

The Edit > Select command only select additional items.
To unselect all items use the Edit > Unselect All (Ctrl+D).

yes i know that, but it's nowhere written that Select command selects only ADDITIONAL items, isn't it?

It is not a bug, just a widely accepted standard (NC, TC, FAR, etc).
