You can't download portable versions as it was not created. You can create it by yourself from the installation files.

I'm using AS 4.0 daily on multiple computers and it hangs very rarely so it is probably some configuration/update issue with your computer(s).

Please, next time check search the forum before asking such question. This was already answered @A FULL Archive of old versions?.

If you would also check the download page properly you would find a "Previous Versions" ftp link. (note: Chrome(-ium) will not open it as it is FTP connection!)
