Bug Crash Reports Never Send

I have used Altap Salamander for quite a while and noticed the bug/crash reports never send out - it waits for a minute when trying and then gives up with an error 10054 and tells me to manually submit the report. This was on my XP SP3 system. I just moved to a Win 7 SP1 64 bit on a new machine and noticed that on this machine it does the same thing - when Salamander crashes it gives the same error message. I looked in this section and haven't seen any comments with this error. Any suggestion as why this doesn't work?

Is it Altap Salamander 3.0 beta 1 (PB87)?
