Use '&' character in command name to define User Menu hot keys.

Could you post a screenshot of the User Menu Configuration dialog and of the corresponding User Menu opened in a panel?

When I press F9 first, i see my command, and the letter after & symbol is underlined.

Yeah, that's correct, now you can press F9 and then the underlined letter to invoke that command.
