Fold "user menu" items in configuration page

can folding be introduced in "user menu" configuration preferences?

if user has more then a bunch commands, it's easy to get lost in submenus and commands generally

My user menu(s) is(are) not that long and complicated that this was a problem for me, but what i find really annoying ist the fact that i cannot insert a new menu item, but it always gets added at the end of the list and has to be moved to it's proper place afterwards. I propose you simpli change the button (and the INS shortcut key) behaviour.

@SvA] Note that you can quicly move an item in the User Menu Configuration by focusing it and pressing/holding Alt+Up or Alt+Down.
