AS maintains connections to altap.cz:http

Today I discovered by accident that one of my Salamander instances (I run several at any time) maintained two connections to altap.cz on port 80.
So, I wondered what this was and checked the panel contents, then unloaded all the plugins, one at a time, then closed the opened help window, but the connections remained.
Since the connection is to altap.cz it is unlikely that some rogue code infiltrated the program instance.
So, can anybody tell me, for what reasons Salamanders connected in the first place, and then maintains the connection?
This instance of AS is 2.54. I run 3.0 PB79 at times also. OS is Vista Business SP2 x86
The connections are in CLOSE_WAIT state. This might explain why they don't go away (is there no timeout to detect this?). Would they remain, even when actively used by an unloaded plugin?
Does Salamander (including any standard plugins) phone home for any other reason than checking for updates using the Check Version plugin?
