a todo list plugin would be nice with the option of being able to drag/drop items to change their position in the list

As long as it is in a plugin, it might really be anything. Registry Editor for example is also not that closely related to file management.

Whether this request is well placed in this forum is another question. I think it was better posted to Plugins Developement -> Plugins Ideas.
