Paste Menu not enabled
If i cut/copy an item from WE and switch to AS then paste menu is not enabled on first try. It's enabled if i switch to other application and then switch back to AS.
I further found this happens when clipboard is empty before you cut/copy.

Could you reproduce it on any file (for example C:\AUTOEXEC.BAT ?) or directory?
Do you have installed some utility for clipboard handling?

Even unsuspecting programs may clear the clipboard.
For instance, on the first opening of the program, LeechFTP will clear clipboard contents.

Do you have any aplication running which monitores the clipboard?
Does this issue arise when switching from any application, or just when switching from particular ones (even a whole suite like some Office suite might behave in some unexpecting way, like for instance blocking the clipboard for some while when loosing focus)?

Happens with files/dirs
Do like this
Open AS and WE
Now cut any item from WE and paste in AS. Now menu should be disabled in AS..fine...
Now go back to WE Cut/Copy anything and come to AS for pasting.....and the menu is still disabled.

I'm not able to reproduce this problem. It is very likely caused by some software on your computer.

Still didn't get it solved.
One more thing I noticed today is that although the menu items are not enabled but the shortcut works for pasting(Ctrl+V).

How about an off-the-wall question.
Are you running McAfee Antivirus? And further do you have McAfee SiteAdviser Service running?
(Yahoo security suite is a rebranded McAfee product, so if you had that, the same could apply.)
If so, disable the SiteAdvisor Service & see if copy/paste works as expected.
