Are you sure that %TMP% is set to a valid location?
Do other programs correctly use the new %TMP% location?

Windows has two env vars to store the location of the temporary directory - TEMP and TMP. Did you change both of them? Also, where and how did you change it? The usual way (Control Panel > System > Advanced > Environment Variables) present two sets of env vars - the ones you want to change are labeled User Variables.

Note: the Encrypt & Decrypt plugin has a separate temporary directory setting.
