The usableness is nothing to do with the language of Windows. It's completely usable.
I'm interested in file managers like Norton Commander. So I'm glad to make translation for Altap Salamander.

Is there any reason to use Simplified Chinese instead of Traditional? Any technical limitations? Are Simplified Chinese software translations more common?

As I know, S.Chinese is mainly used in Chinese Mainland and T.Chinese is mainly in HongKong and TaiWan. No technical limitations.
