In the release notes for v3.02, it states: 'Shift+F3 (Open Active Folder command) uses short 8.3 name when available. It is possible to display and focus any name (even names requiring support of unicode) from panel in Window Explorer window.'
This behaviour does not work, on my PC anyway (Win 8.1 Pro) with AS3.02, x64 version.
If the highlighted file has a Unicode name, either Shift+F3 or the corresponding icon click does not open Windows Explorer - as per previous versions. The highlighted file has to be one which has ANSI characters only for this to work. The above statement seems to suggest that this should open Explorer.
