Yet there is one more possibility - there are domain policies applied, which prevent certain actions.
Agree... not to mention that \Program Files + \Program Files(x86) are virtualizable directories. What you see is not necessarily what is there.

Copied/dragged files may end up in the Virtual Store.

I see acronyms everywhere and do not always quickly pick up on them.
