This pretty much lists all that is needed except for configuring Salamander viewer as a final step which is described in the Salamander help:

I think you don't need uLister or sLister with TC Proxy (it is great plugin!, but for this purpose the SumatraPDF is much better)

I agree with tukanos - SumatraPDF is much easier to configure for that
