If you boot into Safe Mode, does the delay persist?
Have CTFMON.EXE running as a process by chance? If so, kill it & see if that makes a difference.

Somewhat. (In my case, both files are the same.) Comparator would have to read each file fully in order to enumerate the differences. File Compare vs. Compare Directories do act differently. Guessing that Compare Directories is using a larger block size. So less head movement. File Compare sounds like a non-stop machine gun. Compare Directories sounds ... like a machine gun with a slight stutter step. (Hows that for a description!)

I & J are what, HDD volumes or Optical drives? (The icons make them look like optical.)
If HDD, might make sense to run the drive manufactures diagnostic to check for problems. (Be sure & run in non-destructive mode.)

Having briefly looked at W7 & AS, IMO UAC is a non-issue. The whole virtual directory deal in W7 drives me batty. The whole Admin is not "Admin" deal drives me batty. The "looping" (or is it inaccessible?) directories, like "ProgramData\Application Data" deal drives...
