What scheduler do you use? On Windows:

schtask
Task Scheduler taskschd.msc
or, when i need a task every xx minutes/seconds, i wrote a little program which just waits xx seconds and use that in a batch.

Does it have command line commands. Can you give an example of a command line? Sure ...

I use ncftp for that with a scheduler depending on the task.
